Suffering from high rent. Any ideas? I've tried reducing services, lowering taxes, introducing low rent housing. None are working. : r/CitiesSkylines2

I just can't get rid of the 'high rent'. I've checked many tutorials, removed servicies from area, cut off leasure, put more office, industrial, commercial, add every school and the service thing
